The Executive and Rising Leaders Programs are offered in English. The Government Leaders Program is taught entirely in Arabic.
All three National Leadership Programs share the same objectives and are focused on developing critical leadership skills and advanced competencies. The only difference between the Government Leaders Program and the others is the language – the program is offered solely in Arabic.
All applicants can apply through the Centre’s website (www.qlc.org.qa).
Applicants must pass all stages of a three-part admissions process in order to gain acceptance into the National Leadership Programs:
- Registration
- Psychometric Assessment
- Assessment Center
- Panel Interview
The committee consists of Qatar Leadership Centre’s directors, and respected academics and senior officials from a variety of leading Qatari private and public sector entities.
Interviews will cover varying topics, including questions about the applicant, their interests and their reasons for joining one of the National Leadership Programs. Questions will also cover the applicants’ objectives and professional experiences.
Interested applicants may only apply to one program.
No, participants who have successfully completed one QLC leadership program cannot apply to any other National Leadership Program. This is to ensure equal leadership education opportunities are available for other prospective Qatari applicants.
Please note that QLC alumni do qualify to apply for an exclusive, highly specialized Executive Master’s in Leadership (EML-Q), developed in collaboration with Georgetown University, which also conducts the program and awards the master’s degree upon successful completion of the course of study.

Unfortunately, you will not be able to apply. One of QLC’s core objectives is to develop the leadership competencies of Qatar’s working professionals in order to accelerate the development of human capital serving the growth and progress of Qatar.
QLC is continuously monitoring the spread of COVID-19 and is committed to following the State of Qatar’s health and safety restrictions. Depending on the circumstances, the Centre may choose to conduct some modules virtually while holding others in-person.

QLC’s virtual National Leadership Program offers a resourceful learning experience through a proven framework and robust digital apparatus, enabling dynamic interaction with faculty and colleagues, without compromising the quality of the programs. This also includes easy access to world-class academic guidance from the comfort of the participants’ homes.
We have taken every measure possible to ensure that our National Leadership Programs will continue to hold the same high-level educational content, as well as prestige and value for our participants and the Qatari community through this digital platform.
Several international universities and institutions currently deliver modules at the Centre as part of their partnership in the Rising Leaders and Executive Leaders Programs, including Harvard University, HEC Paris, University of Oxford, Georgetown University, University of Cambridge, Duke University, University of Chicago, and Al Jazeera Media Institute, amongothers.
The Government Leaders Program modules are offered by a wide range of experts, consultants, and faculty members from an array of prestigious Arab academic institutions.
Upon completion of their chosen National Leadership Program, graduates will receive a certificate for each module from both QLC and the partnering university responsible for designing and delivering the course. Additionally, the graduates will receive a degree for their National Leadership Program issued by Qatar Leadership Centre.
A typical academic calendar lasts 12 months.
The Centre does not permit spouses to enroll in the same National Leadership Program together. However, they can join two different programs at the same time. All applicants must disclose if their spouse is applying to one of the Centre’s programs upon submitting their applications. Applicants are also required to disclose whether they have a relative of the first degree, such as any siblings, applying to the program.
Once applicants pass all three admission stages, their employers will need to submit a No Objection Letter to finalize their enrolment in the National Leadership Programs.
QLC will support all successful candidates throughout this process, including with the provision of any documents requested by the employer,
No. Qatar Leadership Centre’s programs are offered exclusively to Qatari citizens in keeping with the Centre’s mandate to advance leadership development in the country, enhancing growth of Qatar’s human capital as part of Qatar National Vision 2030.
The three National Leadership Programs are offered free of charge to all accepted participants.
In case of a critical need to withdraw from the program, due to exceptional circumstances, the Centre must be formally notified first. The Centre will then discuss the most suitable withdrawal procedure with the individual participant.
If the Centre authorities approve the withdrawal request, the participant will be required to return the costs associated with their travel and participation in the Learning Journey, provided that the withdrawal occurs after the Journey’s completion.
Priority is given to QLC programs alumni. However, Non-QLC graduates could also apply for EMLQ, if they meet the admission requirements.
English proficiency is required, as the Executive Master’s in Leadership – Qatar program features an English-language curriculum.

Successful graduates of the program will receive an Executive Master’s in Leadership – Qatar degree from Georgetown University. They will join Georgetown University’s global
network of more than 200,000 alumni and gain access to professional alliances and more than 50 regional alumni clubs across six continents.
This is an accelerated modular program designed to accommodate the schedules of working professionals. Participants will receive nine modules over the course of one year, including one Residency module in Washington DC usually in May 2024.
There are no scholarships offered currently. Students must pay the Georgetown University program fees.
Accepted candidates have the option of being sponsored by their employers to enroll in the program.
Application fee: QR 300
Total expected tuition fees: US67,000/- (equivalent to QAR 244,550), paid over four installments.
Please note that the paid program and application fees are non-refundable.
Students in the program must participate in all modules scheduled on the curriculum, including those taught in Doha as well as a residency module held in Washington D.C. They must also submit a tailored strategy outlining how they can fulfill their Personal Leadership Action Plan, and present a Capstone Project in the field of leadership.
The residency will examine first-hand Advocacy in the Populist Nationalism Era, Public Policy, and Crisis Leadership and Management through visits to world organizations and U.S.-origin agencies in the country. Expert speakers will also provide access to the latest practices in global business and policy. This experience is essential to earning the degree.
Note: Residency in Washington D.C. may be affected with travel restrictions related to Covid-19 and prevention policies of QLC and GU. Both parties will be reviewing policies in line with Qatar and US updates and preventive measures during the education cycle.
Students are responsible for their trip ticket and residency expenses. However, The modules’ expenses are part of the program fees.
Georgetown University programs are accredited by the Middle States Commission on Higher Education, including the Executive Master’s in Leadership – Qatar. In Qatar the degree is accredited by the Ministry of Education and Higher Education.
+90 students have graduated from the program since the program’s inception in 2018.
Applicants will also need to submit transcripts of previous educational certificates, and a 500 word essay in the related field.
