The Leadership Innovation Forum is the flagship annual convening of the Qatar Leadership Centre. The inaugural edition in 2024, held under the patronage of the Centre’s Chairperson, Her Excellency Sheikha Al Mayassa bint Hamad bin Khalifa Al Thani, established the Forum as a national platform. The 2025 edition brought together 1,316 guests of 72 nationalities from 906 organizations, including 363 alumni. Each year the Forum brings ministers and senior officials, chief executives, the Centre’s alumni community, international peers, and a rising generation of young leaders into one room for a single day of examination and exchange.

The third edition convenes on Wednesday, 28 October 2026, at Raffles Doha, under the theme Strategy Before Activity: Building Institutions That Outlast the Leader. The theme completes the sequence the first two editions began: the 2024 Forum asked how leaders innovate, the 2025 Forum asked how leaders decide, and the 2026 Forum asks what leaders leave behind.

Mission and Vision

Vision

To be the reference convening on the practice of leadership in Qatar and the region: the day each year on which the country’s leaders, their international peers, and the generation that will succeed them examine a single question that matters for how institutions are led.

Mission

The Leadership Innovation Forum advances the Qatar Leadership Centre’s mission as the national platform for excellence in leadership development. It convenes the Centre’s alumni community with ministers, chief executives, scholars, and young leaders for one day of examination and exchange; it carries the leadership conversation from the Centre’s programs into the institutions its graduates now lead; and it connects that conversation to Qatar’s regional and international peers.

Objectives

The third edition of the Leadership Innovation Forum pursues three objectives.

Convene the national leadership community

Bring Qatar’s serving and rising leaders together at the scale the Forum has established, with the QLC alumni network at its core.

Putting the theme to work

Close the day with certificate workshops in which participants apply the Forum’s argument to their own institutions and leave with a certificate.

A global perspective rooted in Qatar

Bring selected international voices and invited delegations from partner leadership academies into the national conversation, with simultaneous interpretation in Arabic and English throughout.

What participants take with them

They return to their institutions able to tell strategy from activity, with a way to test whether what they lead will last, a certificate from the afternoon workshops, and the Forum’s published record of the day.

Theme: Rationale and Key Considerations

Strategy Before Activity: Building Institutions That Outlast the Leader

Activity is not strategy. Organizations can generate initiatives, launches, and announcements at a pace that resembles progress without producing it; the defining act of leadership is the discipline of choosing the few moves that matter and declining the rest. The 2026 theme asks what leaders leave behind: whether strategy survives leadership transition, whether knowledge outlasts the individuals who carry it, and whether an organization can tell motion from progress.

The question is calibrated to Qatar’s development moment. Under Qatar National Vision 2030, landmark infrastructure has been delivered, strategies published, and national institutions established. What will distinguish the coming years is not the volume of initiatives an organization generates but the durability of what it builds. This is the operative leadership question for institutions across the public and private sectors.

The theme completes the arc of the first two editions, from innovation in 2024 and decision in 2025 to endurance in 2026; and it lends itself to a working afternoon in which participants apply the argument rather than only hear it.

The theme is examined through three questions that structure the day:

What endures?

What remains when a landmark undertaking concludes: the systems, capabilities, and institutional capacity that persist beyond the moment, and the difference between a legacy built by design and one left to chance.

What to choose?

Strategic choice: how the leaders of national institutions and organizations decide which few moves matter, how they decline the rest, and how they hold to that choice under pressure.

How to build?

The practice of building institutions that outlast the leader: the working sessions in which participants apply the argument to the institutions they lead, and the youth workshop that carries the same question to the leaders of the future.

Session Types

The day divides into a plenary morning in the Main Hall and a working afternoon in the workshop rooms; the audience moves once, after lunch, and the Forum ends where the certificate is earned.

Keynote Address

A keynote address takes up the Forum’s theme at length, examining what endures beyond a landmark national undertaking.

Discussion

A focused conversation with a senior serving national leader on the practice of leading a national institution, placed immediately before the midday break.

Panel Discussion

A moderated exchange among the leaders of national institutions and enterprises on a single question set by the theme.

Networking Break and Alumni Booths

An extended break in which QLC alumni present their institutions, initiatives, and leadership journeys at dedicated booths, and in which guests meet across sectors.

Certificate Workshops

Three parallel working sessions of seventy-five minutes close the day: Strategic Leadership, and Leaders of the Future for young participants. The workshops see active participation and certificates are issued on completion.

Languages

The Forum runs in Arabic and English with simultaneous interpretation throughout, and announcements are made in both languages.

Program Outline

The Forum runs for a single day. The morning is a plenary program in the Main Hall: opening addresses on behalf of the Centre and the QLC Alumni Association, followed by a keynote address, a conversation with a senior national leader, and a panel discussion that take up the theme’s three questions in turn, with an extended networking break at which QLC alumni present at dedicated booths.

After the midday break, the Forum moves to certificate workshops, Strategic Leadership, and Leaders of the Future, in which participants apply the day’s argument to the institutions they lead.
